Azerbaijan in Winter: What Gets Better and What Shuts
Baku in winter sits around 4–8 °C and is more windy than cold — the city is called the City of Winds for a reason, and snow in the capital is uncommon. The mountains are a different country entirely, and that split defines what a winter trip can be.
What winter improves
Yanar Dag is at its best: cold, dense air makes the flames stand taller and the contrast against a dark hillside is sharpest. The same applies to the Flame Towers light display, helped by sunset arriving around 17:15 — you can see the city lit and still be at dinner by seven.
The old city, Gobustan and the museums empty out. Prices soften. And Shahdag opens as a working ski resort from late December, with rental and instruction on site, which makes it viable even for people who have never skied.
What to plan around
The mountain road to Khinalug is the main casualty — 65 km of switchbacks past Guba that can close with little warning after snow. Treat anything above 2,000 m as conditional in January and February.
The wind matters more than the temperature. Baku's Caspian gusts make 5 °C feel considerably colder, so a windproof outer layer is worth more than a thick one. The Old City walk is still comfortable; the boulevard, less so.
