What to Wear in Azerbaijan: Four Different Answers
Azerbaijan is a secular country and Baku dresses like any European capital — there is no general dress code for visitors. The packing question is therefore not about modesty rules but about wind, altitude and the specific places where covering is expected.
Cities and religious sites
In Baku, wear what you would wear in Lisbon or Istanbul. Nobody will look twice at shorts in summer or bare shoulders. The regions are more conservative in practice than the capital, and dressing a little less casually in village settings is a courtesy rather than a requirement.
Mosques are the exception and they are specific: shoulders and knees covered, and a headscarf for women. Heydar Mosque and Bibi-Heybat provide scarves at the entrance, but carrying a light one saves the queue. Shoes come off at the door, so easy footwear is worth thinking about.
Wind, altitude and terrain
Baku is called the City of Winds and earns it. A windproof outer layer is more useful than a thick one, particularly on the boulevard and in winter, when 5 °C with a Caspian gust feels considerably colder than the number suggests.
Anywhere above about 1,500 m runs ten to fifteen degrees cooler than the coast — Khinalug, Shahdag and Lahij need a jacket even in July. And several sites involve rough ground: the mud volcano field is slippery clay, Gobustan is loose rock, and the Old City is uneven cobble. Closed shoes with grip, not sandals.
